When the one message is allowed
There is one message about a partial. It is sent only when the recorded consent names the follow-up.
Consent to save, with no follow-up named, stores the partial and sends nothing. The partial is deleted after 30 days. No consent stores nothing and sends nothing.
The consent that allows the message is the text recorded on that visit. The text has to name the follow-up. A general agreement to save the fields stores the partial and does not send it. The workspace does not rewrite that text later so a message can go out.
One message is the limit. A second note about the same unfinished form is not this workflow. The partial does not enter a series of reminders. If the person does not submit from that one message, nothing further is sent about the same partial.
Save, and the text names the follow-up: the partial is stored with status new, and one recovery message is sent. Save only: the partial is stored with status new, nothing is sent, and the partial is deleted after 30 days. No consent: nothing is stored and nothing is sent. A pause on the page is not another case.

The message is allowed when the partial is stored under consent that names the follow-up. It is not allowed because a score is high. A score on the partial does not send the recovery message. It is not allowed because the form looked close to finished. The named follow-up in the recorded consent is the condition.
What this record is
This record is the form the person started on your site. A shop purchase is a different record and is not handled here.

The record holds the fields the person entered before submit, and the field progress on the form they already started. It is the unfinished form. It is not a completed submission. A shop purchase stays outside this page, so this workflow does not follow a purchase.
A submitted form is a lead that can receive the first reply. A partial is the form left before that submit. The partial becomes a stored record only when consent to save was recorded. Without that consent, there is no record for a recovery message to use.
The measurement note is not the recovery message, and it is not the lead in the inbox. It says what that builder recorded before this message exists. This page does not add another builder, and it does not turn that note into the send. The send still waits on consent that names the follow-up.
The form stays the form already on the site. Nothing is rebuilt so the partial can be kept. The fields on the record are the fields the form sent. A blank stays blank. The recovery message does not fill a blank to make the form look finished.
This record is not the first reply. The first reply comes after a real submit, from the customer's domain, and it stays inside approved knowledge. Status new is the state of a stored partial. It means the partial is in the inbox and has not been submitted. It does not mean a message has gone out. Save-only consent and consent that names the follow-up can both store a partial with status new. Only the second of those sends the one message.
The source of the visit can stay on the lead when the partial is stored. The source does not decide whether the message is allowed. Consent does. A partial from one campaign and a partial from another follow the same three cases: a named follow-up, save only, or no consent.
What recovered means
Recovered means the lead was a partial and was then submitted from that one message. A stored partial counts toward the lead allowance. Spam does not.
The partial enters the inbox through form lead capture. After a real submit, the next message is the lead follow-up, which is a different send.
Recovered is a submit. Opening the message is not recovered. Leaving the form unfinished again is not recovered. The partial was already a lead, and it becomes recovered only when that lead is submitted from the one message.
A stored partial counts toward the lead allowance whether or not it is later recovered. The allowance follows storage. Spam does not count. A partial with no consent was never stored, so it does not count, and it cannot be recovered.
Capture keeps the field trail and the partial when consent to save was recorded. Capture does not send the recovery message. It keeps the record so that one message has something to use, and only when the consent names the follow-up. The send is not part of storing the form.
The lead follow-up is the first reply after a real submit. It is signed as the customer, sent from the customer's domain, and limited to approved knowledge. The recovery message is not that reply. If the one message brought the person back to submit, its job is finished. The reply is the next send.
